Jurnal Kependudukan Indonesia l Vol.11 No. 2 Desember 2016 l 71-84 Membangun Daya Saing Tenaga Kerja Indonesia melalui Peningkatan Produktivitas disusun oleh Latif Adam, Peneliti Pusat Penelitian Ekonomi (P2E) - LIPI Tulisan ini menganalisis posisi daya saing tenaga kerja Indonesia secara relatif terhadap daya saing tenaga kerja di kawasan ASEAN. Daya saing tenaga kerja menjadi faktor kunci yang dapat mendorong dan mempercepat naik-turunnya daya saing suatu perekonomian. Ia memegang peran penting sebagai mesin utama pertumbuhan ekonomi. Data yang dipakai adalah data sekunder dari Asian Productivity Organization (APO), International Labour Organization (ILO), United Nations Development Program (UNDP), dan Badan Pusat Statistik Indonesia. Metode analisis yang digunakan adalah analisis deskriptif dan menempatkan produktivitas tenaga kerja sebagai proxy daya saing. Tulisan ini menunjukkan bahwa posisi dan akselerasi peningkatan daya saing tenaga kerja Indonesia relatif masih tertinggal dibandingkan dengan di beberapa negara ASEAN. Dari perspektif kebijakan, tantangan utamanya adalah bagaimana pemerintah mampu membenahi pembangunan SDM dalam jangka panjang secara gradual dan bersamaan dengan upaya mencari solusi untuk mengatasi permasalahan-permasalahan daya saing tenaga kerja dalam jangka pendek-menengah. Selain memperbaiki sistem pendidikan dan menata ulang program-program peningkatan keterampilan, pemerintah perlu memperkuat integrasi perekonomian nasional dengan perekonomian global sebagai pendorong mobilitas tenaga kerja terampil dan saluran terjadinya transfer pengetahuan dan keterampilan. -
